Thư Tịch Chọn Lọc Các Tài Liệu Tiếng Anh về Chiến Tranh Việt Nam

Lâm Vĩnh-Thế

          Chiến Tranh Việt Nam (1954-1975) đã là đề tài cho một số lượng tài liệu khổng lồ  xuất bản tại Hoa Kỳ trong khoảng thời gian hơn 50 năm vừa qua.   Các tài liệu này đã đề cập đến tất cả các vấn đề chính trị, quân sự, kinh tế và xã hội có liên quan đến cuộc chiến tranh nhưng quan trọng nhứt là các nghiên cứu nhằm đánh giá cuộc chiến tranh đó.  Các sử gia và các nhà nghiên cứu, kể cả các nhân vật chính trị và quân sự Mỹ đã từng có dính líu đến cuộc chiến, đều muốn tìm hiểu tại sao Hoa Kỳ đã thua trận mặc dù đã bỏ công và của ra rất nhiều cho cuộc chiến.  Trong khoảng hơn 30 năm đầu, tuyệt đại đa số các nhà nghiên cứu đều chủ trương là Hoa Kỳ đã thua trận vì 2 lý do chánh sau đây:

  • Việc tham chiến của Hoa Kỳ là một sai lầm lớn do rất nhiều nguyên nhân, mà một trong những nguyên nhân đó là vì Hoa Kỳ đã chọn lầm đồng minh: Việt Nam Cộng Hòa (VNCH) là một đồng minh không đáng được ủng hộ và Quân Lực Việt Nam Cộng Hòa (QLVNCH) là một quân đội hèn nhát và không có khả năng chiến đấu
  • Chiến Tranh Việt Nam là “một cuộc chiến khộng thể thắng được” (an unwinnable war)

Quan điểm đó hoàn toàn khống chế trong một thời gian khá dài và đã trở thành quan điểm “chính thống” (orthodox) của giới sử gia Hoa Kỳ về Chiến Tranh Việt Nam.  Trong thời gian này, những sử gia và các nhà nghiên cứu có quan điểm ngược lại, tiêu biểu là các tác giả như Guenter Lewy với quyển America in Vietnam (1978) hay Norman Podhoretz với quyển Why we were in Vietnam (1982), chỉ chiếm một tỷ lệ rất thấp.  Chỉ tương đối gần đây, từ nhữug năm cuối của thế kỷ 20, khởi đầu là tác giả Michael Lind với cuốn Vietnam: the necessary war (1999), và sang đầu thế kỷ 21 thì càng ngày càng nhiều, những nhà nghiên cứu Hoa Kỳ đã có những đánh giá mới về cuộc chiến, bác bỏ quan điểm chính thống, và vì vậy quan điểm của họ được gán cho danh hiệu là “xét lại” (revisionist).  Quan điểm “xét lại” là như sau:

  • Việc Hoa Kỳ tham chiến tại Việt Nam, trong bối cảnh của Chiến Tranh Lạnh (giữa 2 Khối Thế Giới Tự Do và Cộng Sản) và Thuyết Domino (mất Việt Nam sẽ làm cho các nước trong vùng bị sụp đổ theo), là một quyết định đúng, một việc mà Hoa Kỳ, với tư cách lãnh đạo phe Thế Giới Tự Do, hoàn toàn cần phải làm; QLVNCH là một quân đội anh hùng, có khả năng tác chiến cao, và VNCH đã thua trận vì bị chính Hoa Kỳ (đại diện là Quốc Hội do Đảng Dân Chủ kiểm soát trong khoảng cuối cuộc chiến) phản bội và bỏ rơi với quyết định cắt bỏ hoàn toàn quân viện
  • Hoa Kỳ đã có thể thắng, và có thể với một chi phí thấp hơn rất nhiều, nếu đã áp dụng một chiến lược đúng hơn

  Thư tịch này chỉ là một cố gắng liệt kê một số các tài lệu thật quan trọng, có độ khả tín cao, phần lớn được xuất bản bởi các nhà xuất bản của các viện đại học (university press) hay các nhà xuất bản lớn (trade publishers có uy tín như Doubleday, McGraw-Hill, Prentice-Hall, Random House, St. Martin’s, Westview Press, vv.) và đã được các nhà nghiên cứu nghiêm túc về Chiến Tranh Việt Nam trích dẫn trong các tác phầm của họ.  Vì số lượng tài liệu quá lớn, để tiện việc tra cứu và sử dụng các tài liệu trong thư tịch này, tác giả đã cố gắng sắp xếp các tài liệu, theo nội dung, vào một số đề mục.  Tác giả xin lưu ý độc giả là có một số tài liệu, do tính chất đa loại của chúng, đề cập đến nhiều đề tài khác nhau, sẽ có thể được cùng xếp vào hai bay ba đề mục khác nhau trong thư tịch này.   Mỗi tài liệu , nếu là sách đã xuất bản, sau phần thông tin đầy đủ về thư tịch, gồm tên tác giả, tựa sách, chi tiết về xuất bản (nơi xuất bản, tên nhà xuất bản và năm xuất bản), sẽ được ghi chú thêm với số hiệu sách (Call Number) của tài liệu đó tại Thư Viện Quốc Hội Hoa Kỳ (U.S. Library of Congress).  Trong trường hợp Thư Viện Quốc Hội Hoa Kỳ không có lưu trữ tài liệu đó (rất hiếm), tác giả sẽ ghi chú với số hiệu sách của Thư Viện Đại Học Cornell (tại thành phố Ithaca, tiểu bang New York), hoặc của Thư Viện Đại Học Harvard (tại thành phố Cambridge, tiểu bang Massachusetts).  Nếu tài liệu là một bài báo, các chi tiết về thư tịch sẽ được ghi đầy đủ như sau: tên tác giả, tựa của bài báo (trong dấu ngoặc kép), tên tạp chí (viết nghiêng, italic), số báo, tháng và năm xuât bản, và số trang.  Nếu tài liệu ở dạng điên tử, ngoài các chi tiết về thư tịch như vừa ghi bên trên, sẽ có ghi thêm địa chỉ Internet để có thể truy cập trực tuyến trên mạng.

Để giúp độc giả dễ dàng phát hiện được những công trình nghiên cứu của các sử gia thuộc nhóm “xét lại,” tác giả thư tịch này đã đánh dấu các tác phẩm đó bằng cách đánh dấu mầu đỏ tên tác giả hay nhan đề sách ngay ở đầu tiểu dẫn (entry) dành cho tác phẩm đó.
